This utility can be used to create a test alarm on a non-bulk
rental product for a Data Tag, which generates an alarm message
transaction, to process through the system.
This test process is intended to be used as a debug tool to test
the alarm configuration in a play environment without fetching a
live alarm, as DPL does not support a sandbox environment.
