Invoice On Account Flag

This is #12 on the FXMENU maintenance utility for SCS use only and is not on a standard menu.

This utility gives Texada Support access to the Invoice on account flag.

An audit record is written to the Audit Log for RSIHFX to track data changes made by SCS staff through this support function.
